Yesterday, Dr. Fahmida Mirza took oath as Speaker National Assembly of Islamic republic of Pakistan. This is an audio recording of the event. By taking oath as Speaker National Assembly, she earned the honor of being the first female speaker of this prestigious institution of democracy in Pakistan. I happened to record this piece from Geo News TV sending it live on air from Assembly. Here I feel it important to mention that this scribe has not edited any part of it and posting it as it was sent live on air by Geo TV yesterday.

    The Honourable Speaker National Assembly,
    Islamabad.

    Subject: Request for Order to Chief Minister Sindh and
    Minister of Education Sindh for offering orders of
    IBA test to All or Max: 50%, while rejecting 60% System.
    R/Sir,
    With due respects, I beg to state that with reference to advertisement in daily kawish in 14 and 15july 2008 that the department of Education is offering orders of IBA pass candidates above 60%. Daily kawish in 23 July 2008 that the Department of Education is offering orders of IBA pass candidates above 60%, while rejecting by all other candidates through World Bank Order And World Bank Has Offered Fund that Offer orders above 60% only.(By: Worthy Pir Mazahar -ul-Haq,Minister Of Education) .The test conducted by the IBA Sukkur that is Competent in sindh and also Candidates have given the priority to IBA test, all candidates were ready for that test and their opinion was that they will pass through Merit. The Institution has spent his time, money of the Govt and also took test tough, serious, well managed, and with disclipline.The passing percentage (rule) of the IBA was the 40% which is right/normal according to PST Teacher. The Forms were Filled Approximately two Lacs, all the students were appeared in the test and 25000 candidates have qualified their test but Govt is offering orders above 60% & on 60% on this behalf the Govt will select only 7200 teachers which is not equal to half of the passing students but just ¼ ratio of selection, then what’s advantage of test conducted by IBA, really all candidates appreciate to IBA institute that the institute has selected 40% marks for passing according to level of PST teacher. So it is Injustice with candidates to offer above 60%, because some were poorest, some have sold their goods from their home for filling forms and traveling etc.
    Education Department will took test for second time for 14000 blank seats so it is best to offer all those at this time why test conducted second time? So it is too difficult and due to huge Dearness in the country a poor can’t bear form fee, Document photocopies, courier service Again and Again etc.
    So please it is requested that in the name of Allah the Govt: Should follow the rules of IBA and should offer orders to all those candidates who have cleared test and reject the system of 60%.
    I also mention some Important points that:
    1. At university level a candidate is also eligible at 30 marks in entry
    Test that test is also conducted by these kind of same institutions like IBA.
    2. This is just PST teacher test and not commission test so 50% is Well.
    3. And I guarantee you that at present the Teachers are working as teacher (present in service) may not qualify the same test which was conducted by IBA now, its guarantee 10% teachers (present in service) can qualify the same test.
    4. Sindh Govt is offering orders at 60% so I assure you that many of candidates are working in Govt service are also included in that and they will leave the seat that seat will be empty as another candidate can came at that place it will be easy for Govt and also a advantage for candidate. So it is requested that Govt should follow IBA rule and Govt should reject 60% system and should offer to all or who has obtained 50%.
    5. The govt of sindh has offered the orders to the candidates Which belongs to Urban area and appointed in those schools in which three or four teachers are working it means govt has neglected to Rural areas and don’t wants to open the schools where the school is required and its clear Govt has neglected Rural areas and for that reason Pakistan education has been destroyed b/c all rural schools are closed still.

    I, therefore, requested you kindly In the Name Of Allah offer orders to all those candidates who have qualified their IBA test according to rules of IBA(40%),or who have got maximum 50% marks and reject the 60% system and don’t discourage the candidates as fully merit can be created. It will bless upon you and do well for candidates at human ground level.

    But still we haven’t got any response from any Authority.
